The bill would cap recoverable medical expenses at 300 percent of Medicare rates in many cases, and implement stricter standards for pain and suffering damages. Opposition to the bill is strong among trial lawyers and legal firms who argue it benefits insurance companies and big business at the expense of injured Texans.
